After downloaded file, if you see htm file,

Apply this,
Enter My Document/ Tools/ Folder Options/View/
Remove tick "Hide file extensions for known file types" and OK
Lastly, click your file RIGHT CLICK,RENAME and DELETE .htm.htm
you will be see they become RAR File.
